Knowledge Note on Post-disaster field surveys on the Hualien and Noto Peninsula earthquakes
The Knowledge Note summarizing the results of last year’s joint field visits/surveys by NIED (Japan) and NCDR (Taiwan) has been finalized and published on PreventionWeb.
This document captures the outcomes of collaborative post-disaster field surveys conducted by NIED and the National Science and Technology Center for Disaster Reduction (NCDR), in response to the 2024 Hualien (Taiwan) and Noto Peninsula (Japan) earthquakes. The partnership aimed to assess the extent of damage, observe recovery progress, and identify persistent challenges in disaster risk reduction.
Through joint field visits and workshops, both institutions exchanged practical knowledge and explored the application of technologies such as real-time monitoring, GIS, and IoT in early warning systems and post-disaster recovery.
The surveys revealed common challenges faced by both regions, including aging populations, risks of cascading disasters (e.g., landslides and typhoon-induced flooding), and the intricate nature of long-term rehabilitation. The importance of community engagement, historical preservation, and a shared commitment to the principle of “Build Back Better” were repeatedly emphasized as essential elements for enhancing resilience.
A key insight from the collaboration was the value of international partnerships in the development of shared databases, disaster modeling, and systematic learning from past events. This report stands as both a record of mutual learning and a strategic roadmap for advancing joint efforts in disaster preparedness, response, and recovery.
